Youku.com, one of the big three video websites in China that did not previously have a licence from SARFT to operate has been granted the license according to several Chinese language reports (1, 2, 3). Comments on Youku gets video website licence
Despite this and another report on Sina, Youku Monday only said officially that they would get the license "soon" and declined any further comment.
I can't find the Hexun report which you referred above said anything about Youku has got the licence
